So what is an organization supposed to do?  Would this mean though, that while there is a tried and trusted methodology for document sharing, end users would still continue to employ those processes which they are most accustomed to? Would end users continue to share documents in public folders? The problems with public folders would still remain. The preferred solution of the forward thinking organization is to clean up its public folders with a view to migrating, or at least to clean up its public folders in preparation for whatever option it chooses to take next.
