I wasn't involved in this from the beginning. But I understand from Keith that he is looking for ways to shift the policy research work he has undertaken in the shadow cabinet to constructive channels. In March, with Ted's approval, Keith set up a research Institute to conduct a comparative study of the economies of other European countries, particularly the so-called "social market economy" practiced in West Germany. Ted sent Adam Ridley to sit on the board of the Central Policy Research Centre (Adam served as his economic adviser within the Conservative Party's research department). Other than that, Keith needs to get his own way for the most part. This was followed by the initiation of an open political debate at the highest intellectual level, with the aim of bringing about change, changing the climate of opinion and changing perceptions of the "possibility" of change. In order to do this, one must once again borrow another phrase from Alfred, "Dare to think the unthinkable.". After a short time, this practice began to cause some disturbances. Keith decided to give a series of lectures during the summer and fall of 1974, in which he would give his own analysis of what had gone wrong and point out the actions that should be taken. He criticized one by one what had been regarded as sacrosanct in the past. "Growth is good, but we just don't know how to accelerate it," he said of the frenzied pursuit of economic growth. "Faster growth, perhaps like happiness, should not be the main goal but a by-product of other policies." He said bluntly that the public sector had been "draining the wealth created by the private sector" and took issue with the value of the government's "investment" in tourism and the expansion of universities. He denounced the socialist hatred of profit and pointed to the pernicious effects of rent controls and the provision of public housing on labour mobility.
